I think in force works. Enforced would be fine too, and perhaps better, but in force isn’t wrong.

Maybe they mean to say the rule is in force, as to say the rule holds. But I’m Dutch so what do I know. (The direct translation to Dutch makes sense in that way)

Seems like a jump considering “in force is a perfectly valid and sensible thing. See http://www.macmillandictionary.com/us/dictionary/american/in-force for example. I agree enforced would be better, but there’s nothing wrong about their usage.

I think it’s grammatically correct—the rule is “in force,” if not enforced, 24 hours a day—but a stupid word choice.
